Hi. Rouge has two voice actresses.
Lani Minella (2001-2004)
Caren Manuel (2005-2010)
Karen Strassman (2010-Present)
So her voice actress as of now is Karen Strassman.

Rouge has three different voice actors: Lani Minella did her from 2001-2004. Kathleen Delaney (Caren Manuel) did her from 2005-2011 Karen Strassman is the present actress. Personally I think Caren was the best but there ya go!
