Because she can inflict pain on you just by using her mind. I don't know much about what Bellatrix can do but I assume she's just a powerful and psychotic wizard.

Bellatrix is skilled in Occlumency, which is an art that doesn't allow penetration of the mind. So Jane's mind powers wouldn't affect Bellatrix.
Besides, other than penetration of mind, what else can Jane do? Cuz I watched that final battle, and she was completely helpless when Alice attacked her. Bellatrix can fight, Jane's powers won't work on her, and she can fly without a broomstick.

So easily, I've explained this on numerous polls on the HP vs Twilight spot so I'll re-post them.

No compitition what so ever. Bellatrix is the crucio master, she can deflect spells cast by Dumbledore. Shes an occlumer and has beat Harry before. Not to mention she'd take enjoyment in crucioing Jane to death. Bellatrix would Avada kedvara Jane before she could mentaly tourture her... not to mention Bellatrix has already been tourtured mentaly by Azkaban so I doubt Jane could get her any worse.

Bellatrix is BA, she is crazy and would'nt think twice about mualing Jane. Not to mention Jane cant tourture any more where as Bellatrix (as shown in DH) can tourture by hand with out magic. Bellatrix hands down.

She probably would be, insane is insane just because she as no powers doesnt mean she lost her insanity. In fact she'd probably be worse off seeing as she would hate being a muggle.
