Is it legal for pest services to go through your backyard without your permission?

Me and my sis were alone at accueil and suddenly this guy with a huge balai, genêt à balais thing rang our door and I didn't answer. Then he proceeds to go round our house, doing his thing, and we were so scared. THen he drove away in his pest truck. Is he allowed to do this?
