Oh wow somebody thinks I'm smart! Right so far it's in effect in the EU. I believe that TECHNICALLY the U.S/any of the others who signed the treaty can pull out whenever they want. I.E The emmision reduction Japon created. So we are agreeing to follow it. We don't HAVE TO. Which means if we protest, somebody will listen. I DID MY DAMN HOMEWORK.
