How the human rights has evolved (for intelligent history political interested)

How and why has the human rights evolved since they first was made in the french revolution (1789)?
What happened in history that made it change so much?
Before they were liberal "do what toi want no matter what" and now they're also social "do what's best for the community"? Why do toi guys think it is that?
