S.C.C, or 'Superhuman Containment City', either one works. Essentially, it's a World Government funded city isolated from the rest of the world via an island smack dab in the middle of nowhere, where they take anyone who they classify a 'Superhuman' and force them to stay until they show enough mastery over their powers to exist among regular, uninfected humans.

Wonder what i mean by 'uninfected'? Let me explain.

A meteor crashed into the Earth fourty five years ago. At first it seemed harmless, the crash not being near any inhabited locations on Earth. But the meteor had been carrying a Virus that we now identify as the Valkyrie virus.

About thirty years ago, people from all over the world began showing strange, supernatural abilities that nobody could explain. Be it heat vision or super speed, these powers were showing up out of nowhere. At first, everything seemed fine. Superhumans were looked at like Gods, and they coexisted with regular humans while doctors tried to find the source of these seemingly totally random abilities. But everything changed when the Rogues started showing up.

Rogues are, like the others who were infected, Superhumans. But rather than live a peaceful life or help protect others, Rogues chose to terrorize the world like super villians, spreading fear and destruction until the World Government finally took action, recruiting willing Superhumans to fight against them. The battle destroyed countless cities, and by the end thousands of lives were lost.

In order to prevent another Rogue uprising, every citizen in S.C.C is given the option to undergo training to become a Valkryie, or rather a World Government soldier in the branch made up specifically for Superhumans, also known as the V-Branch, which is tasked with eliminating Rogues and maintaining peace. The program also acts as a school for the younger citizens who wish to serve, making the Valkryie Program a win-win for everyone.

-Your power must have a weakness or drawback, and the weakness/drawback must be something that can actually be relatively bad. You can't control time and have the drawback be that if you overuse it you sneeze a lot. It's unfair and cheap.

-No sex scenes. None. At all. Be pervy all you want, but straight up sex ain't allowed.

-Swearing is allowed, but not every sentence. If it's because your character's just a natural potty mouth fine, but otherwise no.
