I'd say Lucas. I think that while Brooke has had some jealous moments... it's she was more insecure than jealous. Being jealous usually involves wanting something someone else has... but I don't think that's what was going on with Brooke (most of the time... obviously sometimes she got jealous, just like all of them). I think it was more about her never being secure with herself, never feeling good enough, and never believing anyone could love her.

I wouldn't say Lucas was a super jealous character... but out of all the characters I'd say Lucas was the most jealous. He seemed to want things other people had (more than the other characters did) and was envious (being envious of Nathan having a father in his life, jealous of Haley spending time w/Nathan & not spending as much time w/him in season 1, jealous of Felix being with Brooke in season 2, jealous of that bartender flirting with Peyton in season 5, jealous of Lindsey "dating" [even though she wasn't] someone else in season 5, jealous of Nathan & Haley's relationship in the season 5 flashbacks, he also seemed kind of jealous of everyone else's success when before his novels were published...etc.)

But I don't think any of them are really jealous characters.
