Yes, both are pretty close. But in season 1, when Haley had her party, she didn't invite Brooke. But she invited Peyton. And in the beginning, Peyton and Haley talked very much, about relationships and former boyfriends. And they've been dating the same guy.
But I think Baley is very close too, though.

well in season 1 haley didn't really like brooke...however if you go by all the seasons i'd say baley is much closer than paley

I like Paley better but I think Baley is closer, but I think paley have the potential to be closer...better story.
my theory is that Paley was ruined after Haley's tour cuz Peyton was supporting Nathan and not Haley...she didnt want her friend to get hurt again and that's why she treated haley so bad. I think even if they seem to forgot about it after the brooke/Chris thing the hurt feelings were there in s4. After that Haley did to Peyton the same she did in s3...Haley was supporting Lucas and not peyton in s5 and she treated P like crap. I think at that moment Haley understood Peyton's actitud in s3 and that made her forgive her completely and made Paley closer by the end of season 5. Saddly Mark didnt follow the storyline and stoped Paley's friendship...something really stupid cuz they could have what they had in s1.

BALEY!<33 sistas! brooke was haley's maid of honor & shes the godmom to her kid! they're so amazing together, who would have thought in season 1 that "tutor girl" would become brooke's best friend??

in seasons 1, 5, and 6 Paley are definitely closer but in seasons 2-4 baley were closer to each other than paley were.

Originally just Paley, then Baley before, but now more Paley. Since currently it is more Paley, Ill say that.

Baley forsure are cloer and i LOVE ther friendship. wen everyone tunred ther bak on Haley in s3 brooke was ther for her and brooke did a lot for haley, she even pretended to be preggers to cover for her nd haley made brooke jaimes godmother so they are most def closer then paley. plus i love the baley friendship. ther total opposites nd the most unlikliest of pple to become friends, but they do nd are cute and fun together and are always ther for each other. they compliment each other very well.

Same as Author15 - seasons 1 and 5-6 Paley are closer, but 2-4 Baley Definately. So it's 3 seasons to 3, I can't choose.
