Once Upon A Time Question

Was it a plot flaw ou did I miss something?

Ok, the Queen of hearts needed Jefferson to make a magic hat so she could retaliate against Regina.
If she needs the hat to go to the other reality, how did she steal Regina's father in the first place? I know it's just a show, but any ideas?

The writers did say Wonderland would leave us with a lot of questions so maybe it was intentional? Not sure.
