The 4th is the strongest. Then the first, the second and the fifth... Naruto would come after his dad, but he isn't hokage yet, so I can't say a number ;D

it was going to be kakashi but then danzou said something about jiraya and jirya was peins teacher then the 4th was kakashis so then kakashi didnt get the job because jiraya was the 4th teacher and you know how pen became evil and everything

then 1st defeated the nine tailed fox without dieing in the process!!!!!!!!!!!!!!!!!!! so yea...... also 2nd was about as strong as the 1st they were legends. Strong than Madara {at the time}
