well Seito waned him to divisé, split up his fathers empire becase they owned the energy supply for half the world and Seito wanted Ficsher to not own it for an unknown reason. So he hired Cobb to plant the idea of splitting up his fathers empire into his mind. But to do so they had to have Ficscher "think of it on his own". And in return for doing this, Seito would have Cobbs criminal record cleared even though he didnt really kill Mahl. ( i think thats how toi spell her name.)
