Hetalia Question

If Philippines was a character, would there one ou more? (EX- N. Italy and S. Italy [Romano])

I've been browsing and came across three Philippines representing different parts of the country. Why would they do that? :/

Note- I'm planning on makin one myself, but I don't want to make an exact if I don't have to. So place ur educated guesses below and I'll post a vote for u guyz :D Kay!
