Last week, after capturing the “Balloonman,” Detective Gordon was surprised at home by the unexpected return of Oswald Cobblepot. This week’s episode begins right where we left off, with the Penguin surprising Gordon at home. And Gordon is not at all pleased to see Cobblepot. In fact, he reacts violently. But Oswald has an offer that Gordon can’t refuse.
Repeating yet again that a war is coming, the Penguin offers to be Gordon’s inside man in the criminal underworld of Gotham. Once a snitch, always a snitch? But of course, the Penguin has his own plans in motion. He’s still working as a dishwasher at a restaurant owned by crime boss Maroni. And when some thugs burst in and shoot up the joint in a robbery, Oswald grabs the cash and hides in the walk-in freezer.
Not knowing that the Penguin planned the robbery himself, and with the restaurant manager killed in the process, Maroni decides to give Oswald a promotion. Now he’s the manager.
Meanwhile, Gordon has his own problems. The Penguin’s visit raises some unsettling questions for Barbara, Gordon’s fiancee. She hasn’t wanted to believe the things Montoya says about Jim, but why is this criminal calling on him at home? As Gordon’s personal life is unraveling, yet another villain-of-the-week lands in his lap…
There’s an important city council vote coming up, one that will determine the fate of the city’s Arkham district. Before they were killed, the Waynes had plans for Arkham: the famous Asylum, a place where Gotham’s criminally insane could get help.
The mob, of course, has other plans for Arkham. Maroni wants to put a “waste-disposal” facility there (of course he does), and kingpin Falcone wants to tear it all down and put up a slum of low-rent housing.
The fate of Arkham turns on the upcoming vote. Now there’s a mysterious hitman preying on the city’s politicians. Bullock tries his usual methods: first, beat up a street tough; when that doesn’t work, go see Fish Mooney.
Gordon, meanwhile, tries to handle the case without getting his hands dirty. The Penguin gives him some help. Gordon and Bullock eventually track down the hitman. There’s a struggle, and Gordon gets into trouble, and Bullock uses his gun to save Gordon. We’ve seen this before.
Not much of young master Bruce this week. Of course, Gordon goes to see him, and Bruce Wayne asks if Gotham can be saved. So far, the Gordon-Bruce Wayne relationship seems to turn on the Detective trying to reassure Bruce that, yes, things will work out for the best after all…
