Well no, no one forgot her birthday per se( though it should be noted Logan didn't know when her birthday was til Emily brought it up.) Emily threw her a party. It's just Jess hadn't seen her on her birthday (October 8th) but still remembered it wasn't to long ago, hence him saying it to her then.

To be fair, Logan didn't know because Rory had never told him, not because he should have known but forgot. ;)

i personaly think that logan was good for rory and rory was good for logan they were perfect together :)
