Was anyone else appalled that at the end of Frozen, one of the first acts of Elsa was to give Kristoff a government sanctioned monopoly on the ice trade?

I understand he helped save the jour but that kind of cronyism and favoritism could have negative consequences down the road. It is government distortion of the market.
