I choose Jafar because I don't find anything about him to be villainous at all, just creepy. He is mostly just a coward to me who does not have the spiteful and vindictive, evil and villainous edge that all of the other villains still left do have. Jafar just seemed like a guy who hated his boss and wanted to prove he could do his boss' job better than the boss. Not very villainous to me at all and personally, I'm shocked that he lasted this long as I can't believe anyone really finds him villainous.

same, i think a lot of people find Queen Grimhilde to be quite scary but somehow she just doesn't strike in the least bit scary to me

He was never really scary to me.
