What's That Called...?

What's that called when Mater was disguised as a blue tow truck when he started looking at things in the building with or in it and he mentioned that Sir Alex (the bad black car to Mater's right) was bad? It was some sort of information that was planted in his head, so whenever he looked at something it would give him info on the object. Is there a name for that? What is that called? Is it something to do with Secret Agents?
