i'd be similarish to Light. i'd mainly focus on rapists, major criminals, murderers, people who pay others to murder, etc.
difference is, i'd research first. find about 1000 names and then on some random day just transfer every last one in it. then wait a couple weeks and do it again. *nods* (maybe only a week or so)
if the thing was put under investigation at all, i'd take a break for awhile, then start again by killing criminals all in another country. lol.

in the end though, i'd use it on me too. XP
