Who has supprimer the Chii's memory?

Chitose Hibiya, the lanlady. Ms. Hibiya didn't know that Elda had downloaded Freya's cœur, coeur into her. After the incident with Freya occured people thought the same would happen with Elda and plotted to get rid of her themselves. Knowing this, Chitose Hibiya deleted Elda's memories and put her in the trashcan. But Freya still was inside Chi becuase she had downloaded Freya's cœur, coeur into hers and even though Hibiya deleted her memories,She couldn't supprimer her heart. P.S it actually was her cœur, coeur that Elda downloaded and if toi listened while Hibiya explained all of it to Hideki,while freya was laying there Elda a dit ''I will download your cœur, coeur into mine that way toi will still be alive.''
