Did anyone see this animated movie before?

I saw this The Scarecrow a few years il y a on TV. It was about this orphan girl who falls for a scarecrow that comes to life par some Il était une fois witch. When the scarecrow comes to life he wishes to become human(not Il était une fois style ou Who framed roger rabbit style like in Shrek 2 with Shrek wanting to become human so that he would make Fiona happy)so the Il était une fois witch gives him this magic feather that he has to wear on his hat so that people will see him as a human but he has to avoid mirrors as people will see him as a scarecrow.

It was a cute animated movie. Has anyone seen this and if yes did toi like it. I posté out a video of the film I am talking about.
