it depends

In cases of joking and playing around, not at all. If in a fight, not really. But if it was a scenario where a person was verbally abusing another for no apparent reason and the second person did little to fight back or nothing at all, then yes. It's definitely bullying.

i see your point what i meant was if someone is basically picking on someone with no motive and in the case of joking i see what you mean as long as the other person knows its a joke

I was bullied for 3 years I was never touched but this girl was in my School and my Church. I was 11 and I didn't have enough strength to do anything about it, so I had to become home schooled (which I love) and we moved Churches now I am in a church where I belong and my friends and other people know my story and it means alot :)

loveishere14, I'm going through the same thing. But these girls were my "best friends". and i agree hontwilightfan. But, luckily my "friends" wrote me a note, so I can show a teacher.

Even in a joking manner it's still considered bullying.

It's trying to asert emotional control, dominance & intimidation & that can definately be over and beyond into abuse. Putting someone down, even joking, can be hurtful. It may not mean that in every situation in life like this the person is a bonified "bully" but they may be doing some bullying or acting like one, and even if the other person is able to not be wounded by hurtful words, it can still be very abusive.

It doesn't matter whether it's just words or punching the crap out of someone. Bullying is any form of harm towards others.

Years ago, people did not consider the effect of words. Today, I think we all should realize that it is bullying.
